People and Culture Officer (Level 2)

About the role

The People and Culture Officer supports UNICEF’s mission by delivering core HR services in Kinshasa. Reporting to the Chief People and Culture, the officer works closely with supervisors and colleagues to apply HR policies, models and best practices.

Key responsibilities

• Provide business partnering and strategic HR advice to line managers.
• Implement assigned HR services, including recruitment, performance management and employee relations.
• Lead learning and capacity‑development initiatives for staff.
• Conduct HR data analytics to inform decision‑making.
• Support change‑management, wellbeing and employee‑engagement campaigns.

Required profile

• Bachelor’s degree in Human Resource Management, Business Management, International Relations, Psychology or related field.
• Minimum 2 years of HR experience in an international organization or large corporation.
• Strong active‑listening, planning, organisational and communication abilities.
• Fluent French and intermediate English.
• Demonstrated emotional intelligence and ability to influence.
