Programme Officer – Trade Facilitation

About the role

The Programme Officer – Trade Facilitation will support the delivery of TradeMark Africa’s DRC Country Programme, focusing on the EU‑funded Peaceful and Resilient Borderlands II initiative. Working closely with the Programme Manager and Country Director, the incumbent will ensure effective implementation of trade‑facilitation interventions and compliance with donor requirements.

Key responsibilities

• Provide programme and project‑cycle support, including strategy input, Project Appraisal Report preparation, and data‑collection oversight.
• Develop Terms of Reference, manage procurement of consultancies and technical assistance, and coordinate annual work‑planning processes.
• Aggregate activity budgets, forecast expenditures, and maintain the mobilisation plan and procurement pipeline.
• Liaise with implementing partners, collect progress reports, and support monitoring and evaluation activities.
• Prepare quarterly and annual reports, take accurate meeting minutes, and enhance programme visibility through communication support.
• Assist in managing consultants and grantees at national and regional levels.

Required profile

• Legal right to work in the Democratic Republic of Congo.
• Experience in programme management, preferably within international development or trade‑facilitation projects.
• Familiarity with EU donor reporting requirements and project appraisal processes.
• Strong organisational and coordination skills.
