Programme & Planning Specialist (P-3) – Ebola Response

About the role

The Programme & Planning Specialist will lead the planning, monitoring, analysis and reporting functions for UNICEF's Ebola response in Bunia, DRC. Working in a fast‑paced emergency environment, you will ensure that data‑driven decisions guide the delivery of life‑saving services to children and vulnerable communities.

Key responsibilities

• Provide technical leadership for the design and operation of the Ebola response monitoring framework, including indicator matrix, data flow and dashboards.
• Track programme implementation, partner performance and field monitoring against agreed targets, timelines and geographic priorities.
• Produce analytical products and regular reports to inform strategic and operational decision‑making.
• Strengthen data quality, manage information systems and visualise results for stakeholders.
• Support inter‑sectoral planning, coordination with field teams and partners, and contribute to accountability mechanisms such as HACT, PSEA and third‑party monitoring.

Required profile

• Professional experience at P‑3 level in humanitarian or health emergency response, with a focus on programme planning and performance management.
• Demonstrated ability to work in insecure, resource‑constrained settings and adapt quickly to evolving situations.
• Strong analytical mindset, attention to detail and capacity to produce clear, evidence‑based outputs.
• Excellent communication and coordination skills, with cultural sensitivity to diverse community contexts.
