Programme Policy Officer (Emergency Coordinator)

About the role

The Programme Policy Officer (Emergency Coordinator) is based in Kinshasa, DRC and reports to the Head of Programme. The incumbent will lead the emergency response for the Country Office, working closely with programme, operations and field teams to ensure that emergency assistance is delivered effectively and in line with available resources.

Key responsibilities

• Plan, coordinate and lead the emergency response, focusing on in‑kind modalities.
• Assess emerging humanitarian requirements in consultation with programme, operations and field office heads.
• Guide emergency operations, support implementation and address constraints to achieve timely delivery.
• Ensure coherence of emergency activities with other programmes implemented in the Country Office.
• Collaborate with national authorities, donors and partners to align response actions with government and donor expectations.

Required profile

• Experience working in humanitarian emergency coordination, preferably within food security programmes.
• Ability to work closely with programme colleagues, sub‑offices and external partners.
• Strong understanding of the humanitarian context in the Democratic Republic of the Congo.
• Capacity to assess feasibility of response actions considering risks, government capacity and donor support.
