Risk & Compliance Specialist (6-month TA) – Bunia & Kinshasa

About the role

The Risk and Compliance Specialist will support UNICEF’s emergency response to Ebola in the Democratic Republic of Congo. This six‑month temporary appointment focuses on identifying, assessing and monitoring operational, financial, programmatic and fraud risks.

Key responsibilities

• Support the identification, assessment and monitoring of risks related to the Ebola response in close coordination with relevant sections.
• Assist in establishing and strengthening internal control mechanisms adapted to the emergency context, in line with UNICEF policies and Simplified Emergency Procedures.
• Advise programme, operations and field‑office teams on risk‑mitigation measures and compensatory controls.
• Monitor the application of derogations, exceptions and expedited procedures, ensuring proper documentation and compliance.
• Contribute to the early identification of emerging risks and propose appropriate mitigation actions.

Required profile

• Professional experience in risk assessment, internal controls or compliance, preferably in humanitarian or emergency settings.
• Familiarity with UNICEF policies, Simplified Emergency Procedures and financial management frameworks.
• Ability to work collaboratively with programme, operations and field teams across multiple locations.
• Strong analytical skills and attention to detail for monitoring and documentation.
