Senior Evaluations & Assessments Advisor

About the role

SoCha is seeking a Senior Evaluations & Assessments Advisor to lead the design, execution, and delivery of USAID‑commissioned evaluations, assessments and studies in the Democratic Republic of the Congo. This full‑time, local‑hire position works under the Deputy Chief of Party for Field Monitoring, Evaluation and Verification and collaborates closely with USAID staff, implementing partners and the MSSP technical team.

Key responsibilities

• Plan and manage evaluations, assessments and studies from inception through final reporting, including scoping, methodology design and data‑collection tool development.
• Conduct desk reviews, field data collection, and ensure rigorous quality control of both quantitative and qualitative data.
• Perform data analysis, synthesize findings and produce clear, actionable reports for USAID and partner audiences.
• Present results to stakeholders and facilitate learning sessions to inform program design.
• Coordinate procurement planning and contract administration for Objective 3 work orders.

Required profile

• Extensive experience in monitoring, evaluation and learning (MEL) within international development contexts.
• Proven ability to lead complex evaluations and assessments for USAID or similar donors.
• Strong analytical and report‑writing skills, with experience presenting findings to senior stakeholders.
• Excellent communication and coordination abilities to work with diverse partners.
