Senior Evaluations & Assessments Advisor

About the role

The Senior Evaluations & Assessments Advisor will lead the design, implementation, and delivery of USAID‑commissioned evaluations, assessments, and studies in the Democratic Republic of the Congo. Reporting to the Deputy Chief of Party for Field Monitoring, Evaluation and Verification, the advisor will work closely with USAID staff, implementing partners, and the MSSP technical team.

Key responsibilities

• Plan and execute evaluations and assessments from scope definition through final reporting.
• Develop research questions, data‑collection tools, and methodological protocols for both qualitative and quantitative studies.
• Conduct desk reviews, oversee field data collection, and ensure rigorous quality control.
• Analyze data, draft findings, and present results to USAID and stakeholder audiences.
• Coordinate procurement, contract administration, and management of consultants and subcontractors.
• Design and digitize questionnaires using KoBoToolbox, KoBoCollect, and related software.

Required profile

• Extensive experience in monitoring, evaluation, and learning (MEL) within international development.
• Proven ability to manage complex evaluation projects and multidisciplinary teams.
• Strong written and verbal communication skills in English.
• Experience working with USAID or other donor‑funded programs is preferred.
