Senior Human Resources for Health Advisor (DRC)

About the role

The Senior Human Resources for Health Advisor will support the U.S. Department of State Embassy in Kinshasa under the LEAP Global program. The role focuses on technical assistance to the Democratic Republic of the Congo Ministry of Health, improving management, payment, and retention of frontline health workers across multiple disease programs.

Key responsibilities

• Develop a Political Economic Analysis of frontline health workers management and payment transition.
• Create an operational plan aligned with the U.S.-DRC Health Cooperation Memorandum of Understanding.
• Identify policy and practice bottlenecks affecting human resources for health and propose coordinated solutions.
• Provide mentorship and technical guidance to Ministry of Health staff and health donor groups.
• Facilitate collaboration between the Ministry, donors, and U.S. government partners to strengthen the overall health system.

Required profile

• Extensive experience in human resources for health, preferably in low‑resource settings.
• Demonstrated ability to conduct political‑economic analyses and develop implementation plans.
• Strong understanding of infectious disease programs (HIV, TB, malaria, maternal and child health, nutrition, global health security).
• Proven track record of working with government ministries and international donors.
• Excellent communication and facilitation skills.
