Senior Monitoring & Evaluation Advisor (USAID/CART Project)

About the role

The Senior Monitoring & Evaluation Advisor will provide technical guidance and quality oversight for all M&E activities across the Central Africa Regional Third‑Party Monitoring (CART) project in the Democratic Republic of the Congo. The role is based in the DRC office (Goma or Kinshasa) and supports USAID/BHA and its implementing partners.

Key responsibilities

• Provide technical guidance to M&E team members and conduct quality control of all M&E products.
• Draft report templates, oversee data analysis, and develop site‑visit and TPM reports.
• Prepare questionnaires, training materials for enumerators, and facilitate knowledge‑sharing events.
• Advise the contractor on financial aspects of Surge Options when exercised.
• Oversee all M&E tasks in CAR, DRC, and ROC, ensuring timely and accurate monitoring of emergency and non‑emergency activities.

Required profile

• DRC national with extensive experience in monitoring and evaluation for humanitarian or development projects.
• Proven ability to lead M&E teams, conduct quality reviews, and produce analytical reports.
• Familiarity with USAID policies, third‑party monitoring, and BHA humanitarian assistance frameworks.
