Short-Term Consultancy on Digital Monitoring & Evaluation and GIS

About the role

The World Bank Group seeks a short‑term consultant to support the Geo‑Enabling Monitoring and Supervision (GEMS) initiative. The consultant will help design, implement, and refine open‑source digital tools for field data collection, enabling real‑time monitoring in fragile and conflict‑affected contexts.

Key responsibilities

• Develop and customize open‑source data collection forms for monitoring and evaluation (M&E) indicators.
• Integrate GPS‑enabled data capture, photos, audio, and video into a centralized M&E system.
• Provide training (face‑to‑face or virtual) to project teams on the GEMS methodology.
• Support remote supervision, real‑time safeguards monitoring, and portfolio mapping across projects.
• Document lessons learned and produce guidance notes for future deployments.

Required profile

• Advanced degree or equivalent experience in GIS, M&E, or related fields.
• Proven experience working in fragile or conflict‑affected environments.
• Strong analytical skills and ability to translate field data into actionable insights.

Required skills

• GIS (experience with open‑source GIS tools such as QGIS or similar).
• Open‑source digital data collection platforms.
• GPS‑based data capture and geo‑mapping.
