Supply Chain Officer (P) – Expedited SVN

About the role

The Supply Chain Officer (P) will support the Country Office in the Democratic Republic of the Congo by managing all supply‑chain activities to ensure beneficiaries receive quality goods and services on time and at optimal cost. Reporting to the Chief of Mission and the Senior Resources Management Officer, the role works closely with the Regional Office in Nairobi and HQ Supply Chain Division.

Key responsibilities

• Contribute to strategic planning for supply‑chain activities in collaboration with internal and external stakeholders.
• Conduct logistics capacity assessments and market research to monitor local market trends.
• Coordinate planning, budgeting, scheduling and provision of goods and services required by the Country Office.
• Prepare regular progress reports, statistical information and briefing notes.
• Oversee procurement processes, including vendor selection, bid solicitation, evaluation and contract award.
• Maintain a qualified vendor pool and ensure compliance with procurement rules and the delegation of authority matrix.
• Identify bottlenecks through value‑stream mapping and propose process optimizations.
• Provide guidance, training and technical support to staff on supply‑chain policies and procedures.

Required profile

• Experience in supply‑chain management, procurement or logistics within an international development context.
• Strong analytical abilities to assess market data and logistics capacity.
• Excellent communication and coordination skills for working with multiple stakeholders.
• Ability to produce clear reports and briefing documents.
