About the role
The Contracts Specialist will report to the Chief of Field Office in Bunia and support the Ebola emergency response by leading the contracting and service procurement function. The role involves managing all contracting operations, ensuring compliance with UNICEF policies, and providing strategic advice to government and partners. It also includes supervising a small team of contracting and supply staff.
Key responsibilities
- Develop and implement contracting and sourcing strategies, including tendering, negotiation, award and administration of contracts and Long‑Term Agreements.
- Ensure full compliance with UNICEF rules, maintaining integrity, transparency, accountability and value for money.
- Supervise and mentor contracting and supply staff, supporting their professional development.
- Collaborate with programme teams to define contracting interventions that achieve results for children.
- Provide technical and advisory support to government counterparts, national systems and implementing partners on service contracting and supply‑chain management.
Required profile
- Advanced university degree (Master’s) in Business Administration, Management, Economics, Supply Chain Management, Procurement, Contract Law or related field.
- Minimum five years of relevant professional experience in supply, logistics, procurement or contracting at national and international levels.
- Fluency in French; knowledge of an additional UN language is desirable.
- Experience in high‑value, high‑risk and complex service contracting and, preferably, supervising a contracting team.
Required skills
- SAP Materials Management module.
- Contract negotiation.
- Analytical work related to procurement and supplier performance.
