Country Director, DR Congo

About the role

The Country Director will lead the Norwegian Refugee Council’s (NRC) operations in the Democratic Republic of the Congo, overseeing a large, high‑risk humanitarian programme in a volatile environment. This senior position requires strategic vision, strong external representation and the ability to adapt programmes to rapidly changing political and humanitarian conditions.

Key responsibilities

• Analyse the political and humanitarian context and adapt NRC programmes to ensure relevance and impact.
• Drive continuous improvement and innovation across multi‑sectoral programmes (Education, WASH, Shelter, Protection, etc.).
• Motivate, coach and manage staff, ensuring an efficient Country Management Group.
• Promote accountability, ethics, safeguarding and adherence to Humanitarian Principles.
• Lead all NRC advocacy efforts in the country and contribute to regional and global advocacy.
• Develop and enforce policies that promote staff diversity at all levels.
• Participate actively in the Regional Management Group and collaborate with other country offices.

Required profile

• Extensive senior leadership experience in humanitarian or development settings, preferably in conflict‑affected contexts.
• Proven ability to manage large, high‑risk operations and multi‑sectoral programmes.
• Strong external representation skills, including inter‑agency coordination and donor engagement.
• Demonstrated commitment to humanitarian principles, ethics and safeguarding.
• Experience in resource mobilisation, advocacy and policy development.
