Monitoring and Evaluation Specialist

About the role
We are seeking an experienced Monitoring and Evaluation Specialist to support the implementation of the DRC National Energy Compact under Mission 300. This senior advisory position will operationalise the performance monitoring, evaluation, learning and accountability system across government, development partners and implementing entities.
Key responsibilities
- Operationalise the Compact Results Framework, defining indicators, baselines, targets, milestones, data sources and verification approaches.
- Establish data collection protocols, reporting tools, templates and submission processes.
- Coordinate collection, consolidation, quality review and analysis of implementation data.
- Track projects and reforms, identify delays and under‑performance, and support corrective actions.
- Develop performance dashboards, risk and action trackers, early‑warning notes and decision briefs.
- Coordinate digital dashboard and data‑platform development, ensuring data quality, reliability and consistency.
- Facilitate learning reviews and adaptive management processes.
- Support sub‑national data coordination, transparency and stakeholder accountability.
- Ensure gender and social inclusion indicators are tracked and reported.
- Strengthen MEL capability across the CDMU and government counterparts through on‑the‑job support and capacity building.
Required profile
- Advanced university degree in Statistics, Economics, Public Policy, Social Sciences, Energy, Engineering or related field.
- Minimum 10 years of progressively responsible experience in monitoring, evaluation, performance management and learning within large‑scale development programmes.
- At least 5 years of direct experience designing and operationalising integrated MEL or performance management systems in energy, infrastructure or basic services.
- Proven experience supporting government‑led, multi‑stakeholder programmes involving public institutions, development partners and private sector actors.
- Strong expertise in results frameworks, theories of change, KPI frameworks, performance dashboards and implementation monitoring systems.
- Strong quantitative and qualitative analytical skills.
