Country Director – Humanitarian Operations

About the role

The International Rescue Committee is seeking a senior leader to serve as Country Director for its operations in the Democratic Republic of Congo. Reporting to the Regional Vice President, the Director will provide strategic vision, ensure high‑quality program delivery and represent the IRC with government, donors and partners.

Key responsibilities

• Lead the design, implementation and adaptation of the Strategic Action Plan for IRC DRC.
• Oversee program quality, budget management, fundraising and donor relations.
• Ensure compliance with IRC standards, security protocols and operational efficiency.
• Represent IRC to DRC authorities, international organisations, NGOs and the media.
• Manage a team of approximately 200 staff, directly supervising six senior positions.
• Coordinate with regional and headquarters technical units, finance, safety and measurement teams.

Required profile

• Extensive senior‑level experience in humanitarian or development programmes.
• Proven track record in strategic planning, resource mobilisation and stakeholder engagement.
• Strong leadership and people‑management capabilities in complex, multi‑partner environments.
