Country Finance Officer – Kinshasa

About the role

Acted is seeking a Country Finance Officer to lead financial management for its operations in the Democratic Republic of the Congo. The role supports multi‑sectoral humanitarian and development programmes funded by major donors such as the US Department of State, ECHO, FCDO, and SDC.

Key responsibilities

• Oversee budgeting, financial planning and cash‑flow management for country programmes.
• Ensure compliance with donor regulations and internal financial policies.
• Prepare and submit accurate financial reports, statements and audits.
• Coordinate with programme teams, procurement and senior management to align financial resources with operational needs.
• Supervise and build capacity of the local finance team.
• Monitor expenditures, identify variances and implement corrective actions.

Required profile

• University degree in finance, accounting, or a related field.
• Proven experience in financial management within humanitarian or development contexts.
• Strong knowledge of donor compliance requirements (e.g., US State Department, ECHO, FCDO).
• Ability to work in a complex, high‑risk environment and adapt to changing priorities.
• Excellent analytical and reporting skills.
