Delegate, Infection Prevention and Control (IPC)

About the role

Under the supervision of the Health Coordinator, the IPC Delegate will work within the IFRC Red Cross health team to ensure compliance with infection prevention and control protocols, support bio‑security and facilitate access to health services during the Ebola outbreak in the Democratic Republic of Congo.

Key responsibilities

• Lead planning, implementation, monitoring and continuous improvement of IPC measures across high‑risk activities such as safe and dignified burials, ambulance services, patient transport and healthcare facilities.
• Develop, adapt and disseminate IPC policies, SOPs, protocols and checklists in line with Ministry of Health and WHO standards.
• Conduct IPC risk assessments of operational sites, identify gaps and recommend corrective actions.
• Establish regular IPC monitoring, supervision and audit systems, analyse findings and prepare technical reports.
• Coordinate occupational health and infection prevention measures for staff and volunteers, including health screening, symptom monitoring and exposure management.
• Plan, organise and deliver IPC training, mentoring, coaching and supportive supervision for staff, volunteers and healthcare workers.
• Monitor availability and appropriate use of PPE, disinfectants and other IPC supplies, providing procurement recommendations.
• Represent IFRC in IPC coordination meetings and technical working groups, ensuring harmonisation with national and international partners.

Required profile

• Degree or training in tropical medicine, infectious disease control, or a medical/health‑related field; postgraduate training in public health preferred.
• Documented education in infection prevention and control.
• Minimum of three years’ experience in IPC, health emergency response or related humanitarian health work.
