Emergency Specialist (P-3) – 6‑month TA in Kinshasa

About the role

UNICEF is seeking an Emergency Specialist (P‑3) on a six‑month temporary assignment to support the Ebola Virus Disease response in the Democratic Republic of the Congo. The specialist will work under supervision to strengthen emergency preparedness, coordination and delivery of life‑saving interventions for children, mothers and vulnerable communities.

Key responsibilities

• Develop, plan, implement, monitor and evaluate emergency interventions in line with UNICEF’s multi‑sectoral approach.
• Provide coordination support to the national Ebola response, including inter‑agency liaison and OCHA engagement.
• Lead humanitarian leadership activities, ensuring alignment with national authorities and partner agencies.
• Facilitate community engagement, surveillance, infection‑prevention measures and continuity of essential services.

Required profile

• Advanced university degree in social sciences, public administration, public health, nutrition, international relations, business administration or related fields.
• Minimum five years of progressively responsible experience at national and international levels in programme development, planning, implementation, monitoring, evaluation and administration.
• Demonstrated ability to work in complex, insecure environments and to adapt to evolving humanitarian contexts.
