Emergency Specialist (P-3) – Temporary Appointment (6 months)

About the role

The Emergency Specialist (P‑3) will support UNICEF’s response to the 17th Ebola Virus Disease outbreak in the Democratic Republic of the Congo. Based in Kinshasa, the specialist will work for six months on a temporary appointment, coordinating multi‑sectoral actions to protect children, mothers and vulnerable communities.

Key responsibilities

• Develop, plan and implement emergency interventions in line with UNICEF’s strategic objectives.
• Coordinate inter‑agency activities and serve as liaison with OCHA and national authorities.
• Support surveillance, infection‑prevention measures and continuity of essential services in affected provinces.
• Monitor and evaluate programme performance, ensuring compliance with humanitarian standards.
• Provide technical guidance to field teams and facilitate community engagement.

Required profile

• Advanced university degree in social sciences, public health, international relations, business administration or related field.
• Minimum five years of progressively responsible professional experience in emergency response, humanitarian coordination or public health.
• Demonstrated ability to work in complex, insecure environments and adapt to rapidly changing situations.

Required skills

• Strong coordination and liaison skills with UN agencies, NGOs and government bodies.
• Knowledge of Ebola response protocols, surveillance systems and infection‑prevention practices.
• Ability to produce clear reports, monitoring tools and evaluation frameworks.
