Emergency Specialist (P-3) – UNICEF Rapid Response

About the role

Under the supervision of the Emergency Manager (P‑4) in Goma, you will lead the planning, implementation and monitoring of UNICEF’s Rapid Response (UniRR) programme. The role ensures that emergency interventions are delivered efficiently to protect the lives and well‑being of children, mothers and affected communities in the Democratic Republic of Congo.

Key responsibilities

• Coordinate the preparation and execution of the UniRR programme in the DRC.
• Develop, plan, implement, monitor and evaluate emergency interventions within the UniRR framework.
• Provide technical guidance and ensure cost‑efficient, coordinated delivery of rapid‑response activities.
• Support policy and programme planning for the Government of DRC and oversee the internal UNICEF UniRR task force.
• Facilitate external and internal coordination with UN agencies, NGOs and other stakeholders.

Required profile

• Master’s degree or equivalent in Public Health, International Relations, Humanitarian Action, Nutrition, WASH, or related fields.
• Minimum five years of progressively responsible experience in planning, implementing and monitoring emergency programmes in developing countries.
• At least two years of experience at the international level in complex emergencies, including one year of field‑level work.
• Proven experience in rapid‑response humanitarian interventions.
