Emergency Specialist (UniRR) – P3 – Goma, DRC

About the role

Under the supervision of the Emergency Manager (P‑4) in Goma, the Emergency Specialist (UniRR) will lead the planning, implementation and monitoring of UNICEF’s Rapid Response (UniRR) programme in Eastern DRC. The role ensures that emergency interventions are delivered efficiently, cost‑effectively and in coordination with partners to protect children, mothers and affected communities.

Key responsibilities

• Develop, plan and oversee the implementation of UniRR activities in collaboration with UNICEF field offices, sections and external partners.
• Maintain oversight of the humanitarian context in Eastern DRC and ensure timely information flow.
• Manage partnerships, grants and funds allocated to the UniRR programme, ensuring compliance with donor and UNICEF policies.
• Coordinate the internal UniRR task‑force and supervise focal points across the emergency section and field offices.
• Monitor, dispatch and report on the use of supplies and financial resources linked to UniRR interventions.

Required profile

• University degree in humanitarian affairs, public health, international development or a related field.
• Minimum of 5 years of experience in emergency response or rapid‑response programme management, preferably within an UN or NGO setting.
• Demonstrated ability to work in a multi‑stakeholder environment and to coordinate with government authorities, donors and implementing partners.
