Finance and Administration Officer (CST Level I)

About the role

The Finance and Administration Officer supports the Bunia Field Office in managing financial transactions, ensuring compliance with WFP policies and IPSAS regulations, and overseeing cash‑based transfers and food distribution programmes.

Key responsibilities

• Ensure compliance with WFP financial policies, perform bank reconciliations and manage fund disbursements based on proper authorisations.
• Set up accounting procedures, internal controls and monitor budget implementation, revisions and reporting.
• Lead a team of finance and admin staff, provide coaching, and coordinate training needs.
• Oversee procurement planning, vendor account maintenance and support human‑resource functions related to staff benefits and recruitment.
• Participate in financial oversight of cash‑based transfer (CBT) missions and prepare reports for senior management.

Required profile

• Relevant experience in finance, administration or procurement within humanitarian or UN contexts.
• Ability to work under pressure in a conflict‑affected environment and coordinate with multiple stakeholders.

Required skills

• Knowledge of IPSAS and UN financial regulations.
• Budget management and financial reporting.
• Procurement planning and vendor management.
• Bank reconciliation and cash‑based transfer oversight.
