Finance and Compliance Manager

About the role

MSI, a Tetra Tech Company, is seeking a Finance and Compliance Manager to support the USAID Solutions for Peace and Recovery (SPR) program in Bukavu, DRC. The role will ensure sound financial management, compliance with USAID regulations, and effective procurement and payroll processes for the field‑level activity.

Key responsibilities

• Oversee day‑to‑day financial management and accounting of the field activity.
• Maintain and manage field accounts in coordination with the headquarters contractor.
• Prepare, track, and update project budgets and budget projections.
• Review vouchers and payment requests, ensuring proper documentation and compliance with USAID and contractor policies.
• Manage procurement of supplies and services in accordance with USAID rules, including asset labeling, inventory, and disposal.
• Ensure continuous liquidity and timely payments to staff, consultants, and vendors.
• Coordinate payroll with a third‑party payroll company and verify payroll tax submissions to host‑country authorities.
• Maintain complete, accurate financial records and submit required financial reports on schedule.

Required profile

• DRC citizenship (only DRC citizens are eligible).
• Proven experience in financial management and compliance within international development or donor‑funded projects.
• Familiarity with USAID financial policies, procedures, and regulations.
• Ability to work effectively in a field environment and coordinate with multiple stakeholders.

Required skills

• Knowledge of USAID financial regulations and compliance requirements.
