Finance Officer – Integrated HIV/AIDS Project (Lubumbashi)

About the role

PATH is seeking a Finance Officer to support the USAID‑funded Integrated HIV/AIDS Project in Haut Katanga, based in Lubumbashi. Reporting to the Deputy Chief of Party – Finance & Administration, you will ensure the project’s financial performance aligns with budgets, USAID regulations, and PATH policies.

Key responsibilities

• Support work‑plan budgeting and financial planning processes.
• Analyze historical, current and projected revenues, expenses, cash flow and budget variances.
• Track project activities to ensure correct budget and activity codes on invoices.
• Provide guidance to technical staff on spending against the work‑plan budget.
• Monitor activities and alert senior finance staff to potential financial risks.
• Create and maintain financial report templates, monitoring tools and activity budgets.
• Prepare quarterly budget projections and monthly fund requests.
• Assist in the preparation of USAID and PEPFAR financial reports.
• Draft consultant agreements, contracts and work orders as needed.
• Review sub‑recipient financial reports and follow up on unusual or unallowable costs.
• Identify cost‑efficiency opportunities and support audits and audit follow‑up.
• Perform integrity, math and compliance checks.

Required profile

• University degree in accounting, finance, business administration, financial management or a related discipline.
• Minimum seven years of finance experience, including at least five years managing USAID‑funded projects.
• Strong understanding of budget development, financial reporting, audit processes and compliance requirements.
