Head of Programmes – Democratic Republic of Congo

About the role

People in Need is seeking a dynamic Head of Programmes to lead its humanitarian operations in the Democratic Republic of Congo. The role involves overseeing multi‑sector programmes, ensuring high‑quality delivery and strategic alignment with donor requirements.

Key responsibilities

• Develop and manage programme strategies across sectors such as emergency response, nutrition, cash assistance, climate resilience, livelihoods, food security, public health, WASH and MEAL.
• Lead proposal writing and secure funding from major institutional donors.
• Supervise programme staff, delegate tasks and ensure effective planning, monitoring and reporting.
• Maintain compliance with security protocols and manage operations in a high‑risk environment.
• Represent the organisation with donors, partners and local authorities.

Required profile

• University degree in management, public administration, development studies or a related sector (advantageous).
• Proven track record in proposal writing for major donors.
• Strong command of English and French, both written and spoken.
• Ability to work under tight security constraints and high stress.
