Health Officer – Community Based Surveillance (4 positions)

About the role

UNICEF is recruiting a batch of four Health Officers to support community‑based surveillance (CBS) in the Ebola response across Bunia, Beni, Butembo and Bukavu in the Democratic Republic of the Congo. The role focuses on detecting, reporting and following up alerts, cases and contacts while supporting community actors and health facilities.

Key responsibilities

• Detect and report alerts related to Ebola and other public‑health events.
• Follow up on cases and contacts to ensure proper monitoring and care.
• Supervise and support community actors such as RECOs, community health workers and CACs.
• Coordinate with health facilities to ensure data flow and case management.
• Collaborate with Social and Behavior Change Communication (SBC/RCCE) teams to promote community engagement.
• Use and monitor surveillance data for timely decision‑making.
• Prepare regular reports for the Ministry of Health and UNICEF surveillance pillar.

Required profile

• Bachelor’s degree or equivalent in Public Health, Medicine or a related field.
• Minimum two years of professional experience in community‑based surveillance or public‑health programmes.
• Demonstrated ability to work in insecure, resource‑limited settings.

Required skills

• Good knowledge of epidemiological surveillance.
