Health Officer (Community based Surveillance)

About the role

UNICEF is seeking a Health Officer to strengthen community‑based surveillance (CBS) as part of the response to the 17th Ebola Virus Disease outbreak in the Democratic Republic of Congo. The role focuses on detecting alerts, supporting case and contact follow‑up, and ensuring effective coordination with health facilities and community stakeholders.

Key responsibilities

  • Implement Community‑Based Surveillance activities across multiple locations.
  • Detect and report alerts related to Ebola and other public health threats.
  • Follow up on cases and contacts, ensuring timely isolation and care.
  • Supervise and support community‑based personnel, providing training and guidance.
  • Coordinate with health facilities and collaborate with Social and Behaviour Change / Risk Communication and Community Engagement (SBC/RCCE) teams.
  • Manage data, monitor performance, and produce regular reports.
  • Support Ebola Virus Disease vaccination activities.

Required profile

  • Bachelor’s degree in Public Health, Medicine, or a related field.
  • Minimum two years of professional experience in community‑based surveillance or public health programmes.
  • Strong knowledge of epidemiological surveillance and CBS approaches.
  • Ability to work effectively with community stakeholders and provide supervision and training.
  • Competence in routine and mass vaccination activities.
  • Fluency in French (required); knowledge of another UN language and intermediate English or Swahili is an asset.
