Health, Safety and Security Manager

About the role

The Norwegian Refugee Council in the Democratic Republic of Congo is seeking a Health, Safety and Security Manager to develop and manage HSS risk systems, mentor staff and ensure compliance with NRC standards across the country operation.

Key responsibilities

• Develop and manage the national Health, Safety and Security risk system, including policies, procedures and organisational structures.
• Conduct Security Risk Analyses (SRA) and implement mitigation measures.
• Lead and support health, safety and security staff, providing training, supervision and performance management.
• Participate actively in the Country Management Group, Crisis Management Team and provide technical advice to Area Managers and the Country Director.
• Prepare reports, budgets, proposals and contribute to strategy development in line with NRC and donor requirements.

Required profile

• Minimum 3 years senior security advisory experience in humanitarian or recovery contexts, preferably in Central Africa.
• Proven ability to work and live in difficult, insecure environments.
• Fluency in French and English, both written and verbal.
• Strong capacity to synthesize complex concepts and communicate them simply.

Required skills

• Security Risk Analysis (SRA) methodology.
• Crisis management and emergency response.
• Risk management approach and mitigation planning.
• Training delivery in safety, security and first aid.
