About the role

BURN is expanding its manufacturing, distribution and carbon operations across the Democratic Republic of Congo. The HR Manager will own the complete people function for the country, ensuring a compliant, audit‑ready workforce that supports both permanent operations and project‑based teams.

Key responsibilities

  • Design, issue and track fixed‑term contracts (CDD) in line with the Code du Travail, maintaining a live register with renewal history and approvals.
  • Manage project ramp‑downs and end‑of‑project separations, ensuring correct notice periods, final dues and documentation.
  • Advise business on workforce planning for project peaks and exits to avoid non‑compliant hiring or terminations.
  • Own the relationship with CNSS, leading responses to audits and ensuring accurate employee registration, contributions and payments.
  • Calculate, withhold and remit IPR and other payroll taxes (INPP, ONEM, etc.) in compliance with current law.
  • Implement and maintain SMIG (minimum wage) compliance, updating rates as required.
  • Maintain the DRC labour‑grade framework and ensure internal equity across roles.
  • Keep complete, inspection‑ready employee files and monitor changes in DRC labour legislation.

Required profile

  • Proven experience managing HR compliance, statutory registration and payroll tax in the DRC or a similar jurisdiction.
  • Strong knowledge of the Code du Travail, CNSS processes, IPR, SMIG and labour‑grade structures.
  • Ability to act as a strategic HR business partner while handling hands‑on compliance and operational tasks.
  • Excellent organizational skills and attention to detail for audit readiness.
