Human Resources Manager (Humanitarian Programme)

About the role

The Human Resources Manager will join a diverse team dedicated to delivering compassionate care to vulnerable populations in North‑East Congo. Based in Goma, the role oversees all in‑country HR functions, focusing on nationally recruited staff while supporting internationally recruited personnel.

Key responsibilities

• Manage day‑to‑day HR activities for nationally recruited staff, including recruitment, onboarding, policy development, training coordination, and staff well‑being.
• Develop, update, and ensure compliance of staff handbooks, HR procedures, and policies with Congolese labour law.
• Act as gatekeeper for personnel management matrices, guiding line managers on disciplinary and grievance processes.
• Liaise with NGOs, local service providers, and field management to align salaries and benefits with local market and legislation.
• Participate in proposal budgeting, ensuring accurate personnel cost estimates and monitoring.
• Serve as a communication bridge between Medair and staff unions, facilitating regular meetings and information exchange.
• Support internationally recruited staff by coordinating visas, work permits, inductions, debriefings, and related HR processes.

Required profile

• Proven experience in HR management within an NGO or humanitarian context.
• Strong knowledge of Congolese labour legislation and international HR best practices.
• Excellent interpersonal and communication skills, with ability to work collaboratively across teams.
• Detail‑oriented and capable of handling multiple HR processes simultaneously.
