About the role
The Human Resources Manager will join a diverse team dedicated to providing compassionate care to vulnerable populations in the North‑East of the Democratic Republic of Congo. The role focuses on managing all in‑country HR functions for nationally recruited staff while also supporting internationally recruited personnel.
Key responsibilities
- Manage day‑to‑day HR activities for nationally recruited staff, including recruitment, onboarding, policy development, training coordination and staff well‑being.
- Develop, update and review staff handbooks, HR procedures and other policies to ensure compliance with Congolese labour law and Medair standards.
- Act as gatekeeper for personnel management matrices, supporting line managers with disciplinary and grievance processes.
- Liaise with NGOs, local service providers and field management to ensure salaries and benefits align with local legislation and budget.
- Participate in proposal budgeting, monitor personnel costs and collaborate with the finance manager on budget control.
- Facilitate communication between Medair and staff unions, organising regular meetings and elections.
- Support internationally recruited staff by coordinating visas, work permits, inductions, debriefings and related HR processes.
Required profile
- Proven experience managing HR functions for nationally recruited staff in an NGO or humanitarian context.
- Strong knowledge of local employment legislation and practice in the Democratic Republic of Congo.
- Ability to develop and implement HR policies and procedures.
- Excellent communication skills to act as a bridge between staff and management.
