Humanitarian Affairs Officer (Pooled Fund Manager) – P3 (Temporary)

About the role

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer to serve as Pooled Fund Manager at the P3 level on a temporary basis in Goma, Democratic Republic of the Congo. Reporting to the Head of the Pooled Fund Unit and under the overall supervision of the Deputy Head of Office, the incumbent will support the Humanitarian Coordinator in managing the Central Humanitarian Fund (CHF) and ensuring its effective use in the humanitarian response.

Key responsibilities

• Support and advise the Humanitarian Coordinator on CHF management in line with humanitarian priorities.
• Administer the fund, implement standardized policies, and supervise fund‑related support staff.
• Manage fund allocation processes, coordinating with Review and Advisory Boards, clusters, NGOs, UN partners and OCHA field offices.
• Conduct field visits to monitor project implementation, promote proper fund use, and liaise with recipient organisations, local authorities and communities.
• Provide guidance on operational risk mitigation and ensure compliance with financial rules.
• Facilitate information exchange with humanitarian donors to promote coordinated and complementary use of resources.
• Oversee monitoring, reporting and evaluation activities to track fund performance.

Required profile

• Ability to support and advise senior humanitarian leadership on fund management.
• Experience supervising support staff and coordinating multi‑stakeholder allocation processes.
• Proven capacity to conduct field visits and engage with NGOs, UN agencies and local authorities.
• Knowledge of financial compliance requirements applicable to humanitarian pooled funds.
• Under supervision of the Head of Pooled Fund and reporting to the Head of Pooled Fund Unit.
