MERL Manager – Health Unit (EU‑funded)

About the role

The Monitoring, Evaluation, and Learning (MERL) Manager will lead the design, implementation, and analysis of monitoring and evaluation activities for a 36‑month EU‑funded health project in North Kivu and Ituri, DRC. Reporting to the Project Director and working closely with national technical partners, the role ensures data‑driven decision‑making to improve access and quality of care for vulnerable populations.

Key responsibilities

• Design and implement the project’s monitoring, evaluation, and performance measurement plan.
• Develop and oversee quantitative and qualitative data collection tools, including DHIS2‑based health information system monitoring.
• Coordinate daily monitoring activities with the Program Director, health authorities, and on‑site teams.
• Lead data analysis, interpretation, and reporting of project results.
• Document lessons learned, best practices, and produce dissemination materials.
• Participate actively in project coordination mechanisms and stakeholder meetings.

Required profile

• Significant experience managing primary healthcare projects and capacity‑building at health‑zone level.
• Proven track record in designing and executing MERL frameworks for donor‑funded programs.
• Ability to work in Goma and travel regularly to project sites in North Kivu and Ituri.
• Strong analytical mindset with excellent written communication skills.
