Operations Specialist – Emergency Response (Beni & Butembo)

About the role

The Operations Specialist will lead and coordinate all operational functions for UNICEF’s Ebola response in the Beni and Butembo areas of the Democratic Republic of the Congo. The role ensures that supply‑chain, finance, administration, risk‑management and ICT systems are agile, risk‑informed and able to support rapid delivery of lifesaving supplies and services.

Key responsibilities

• Provide strategic leadership and oversight of supply‑chain, finance, administration, risk‑management and ICT for the emergency response.
• Coordinate with the Ebola Coordination team to advise on operational approaches, governance, resource optimisation and systems strengthening.
• Develop and mentor a flexible, “fit‑for‑purpose” workforce to maintain technical competence and retention.
• Champion value‑for‑money practices and ensure financial and procurement processes meet humanitarian standards.
• Enhance risk‑management frameworks to improve organisational performance and internal controls.
• Ensure uninterrupted programme delivery, rapid deployment of staff and timely distribution of supplies across affected areas.

Required profile

• Proven experience in managing operational functions in humanitarian or emergency settings.
• Strong coordination and leadership skills with ability to work in insecure and rapidly changing environments.
• Excellent cultural sensitivity and ability to engage with diverse community stakeholders.
• Knowledge of UNICEF emergency procedures and simplified emergency procurement guidelines.
