People and Culture Manager – Emergency HR (6 months)

About the role

Under the guidance of the Chief People and Culture and in coordination with the Emergency Coordinator for the Ebola response, you will lead the full people agenda for the L3 emergency, ensuring rapid, compliant staffing and safeguarding the wellbeing of all deployed personnel.

Key responsibilities

• Emergency workforce planning and strategic HR leadership for the Ebola response.
• Surge management, accelerated recruitment, and non‑staff engagement.
• Onboarding, induction, integration and deployment readiness.
• Business partnering with the Emergency Management Team and performance management.
• Staff wellbeing, duty of care and compliance oversight.
• HR analytics, reporting and decision support for senior management.

Required profile

• Advanced university degree (Master’s) in HR Management or a related field.
• Minimum eight years of progressive HR experience, including three years in an international organization.
• Demonstrated experience in humanitarian/emergency operations and surge deployments.
• Fluency in French and English.

• Advanced knowledge of HR management principles and emergency HR procedures.
• Talent acquisition, contractual modalities, performance management and workforce planning.
• Proficiency with HR information systems, analytics and dashboards.
