Program Manager II – MEAL Coordinator

About the role

The Program Manager II – MEAL Coordinator leads the design, implementation and continuous improvement of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for large, complex country programmes. Reporting to senior leadership, the role ensures data quality, compliance and learning across all project phases while fostering a culture of accountability and continuous improvement.

Key responsibilities

• Provide leadership and technical oversight for MEAL system design, implementation and improvement across multiple projects.
• Supervise and develop programme staff, set clear goals, manage team dynamics and conduct performance management.
• Lead programme learning by identifying research opportunities, producing publications and disseminating best practices.
• Advise regional and country‑program teams on MEAL strategy, proposal development and donor monitoring requirements.
• Oversee capacity‑building activities for staff and partner organisations to enhance data collection, management and reporting.
• Manage partnerships relevant to MEAL, ensuring appropriate tools and approaches are applied.
• Ensure timely and compliant project expenditures and stewardship of material resources.

Required profile

• Demonstrated expertise in MEAL policies, standards and systems for large‑scale programmes.
• Strong leadership and team‑management experience, including coaching and performance oversight.
• Proven ability to develop learning products, research outputs and knowledge‑management contributions.
• Experience providing technical guidance on proposals and integrating donor monitoring requirements.
• Capacity‑building experience with staff and partner organisations.
