Programme Coordinator (Shelter and Non-Food Items)

About the role

The International Organization for Migration (IOM) is seeking a Programme Coordinator to lead the Shelter and Non‑Food Items (NFI) response in the eastern provinces of the Democratic Republic of Congo. Reporting to the Chief of Mission and the Head of Operations, the role will ensure that shelter and NFI interventions are delivered effectively, in line with humanitarian standards and donor requirements.

Key responsibilities

• Manage and supervise the implementation of Shelter and NFI interventions, ensuring alignment with global and national cluster policies and the Humanitarian Response Plan.
• Monitor project scope, budget, timeline and quality to meet donor specifications and IOM regulations.
• Assess capacity‑building needs and lead training for staff and partners on Shelter and NFI programming.
• Develop sector‑specific response plans, standard operating procedures and a robust Monitoring, Evaluation and Learning framework.
• Coordinate closely with CCCM, Displacement Tracking Matrix and WASH Programme Coordinators.

Required profile

• Ability to work under the overall supervision of the Chief of Mission and direct supervision of the Head of Operations.
• Experience in coordinating humanitarian Shelter and NFI programmes in emergency settings.
• Familiarity with cluster coordination mechanisms and donor compliance requirements.
• Strong organisational skills to manage budgets, reporting and training activities.
