Senior Adviser – Social & Behavior Change (RCCE) – P5 (6‑month TA)

About the role
UNICEF is seeking a senior professional to lead its Social and Behavior Change (SBC) and Risk Communication and Community Engagement (RCCE) response to the Ebola outbreak in the Democratic Republic of Congo. The six‑month temporary assignment, based in Bunia, will provide strategic leadership, coordination and technical oversight at national and provincial levels.
Key responsibilities
- Provide strategic direction and oversight of UNICEF’s SBC/RCCE activities, ensuring alignment with the Ebola Incident Management structure.
- Co‑lead RCCE coordination mechanisms with government, UN agencies, partners and community structures at national, provincial and health‑zone levels.
- Support field implementation, including rapid deployment to affected provinces and health zones as needed.
- Facilitate the integration of community‑led engagement approaches in transmission hotspots.
- Collaborate closely with UNICEF’s SBC Section, Health Section, Emergency Team, field offices and external partners.
Required profile
- Advanced university degree in social and behavioral sciences, public health, communication or a related field.
- Extensive experience in leading SBC/RCCE programmes in humanitarian or health emergencies.
- Proven ability to coordinate multi‑partner responses at national and sub‑national levels.
- Readiness for rapid deployment and flexible working arrangements in emergency contexts.
Required skills
- Strategic leadership in SBC/RCCE.
- Coordination of multi‑stakeholder emergency response.
- Knowledge of Ebola or similar epidemic response frameworks.
