Senior Manager, Programs (DRC)

About the role

GiveDirectly DRC, which delivers mobile cash transfers to poor and rural populations since 2018, is looking for a Senior Manager, Programs (DRC) to own the end-to-end execution of its programs, from operational design to on-the-ground delivery. The role blends strategic thinking with hands-on problem solving, leads a team of managers and field staff, and works closely with the Program Director and Country Director. It is an onsite position in Goma.

Key responsibilities

• Develop detailed project management plans for all programs and drive them through successful end-to-end execution
• Design operational models for new programs, including targeting, payments and customer service, and define, monitor and report on key operational and efficiency indicators
• Identify operational vulnerabilities such as fraud or reputational risk and implement mitigations aligned with the Program Director's risk framework
• Analyze program-level data to diagnose underperformance and drive continuous quality improvement
• Partner with Tech and Data teams to design surveys and ensure data integrity in Salesforce
• Directly manage a team of managers, with oversight of field teams and the call centre
• Support the Program Director and Country Director in scoping new programs, including operational feasibility and risk assessment
• Manage partner relationships, overseeing scoping, contracting and compliance with agreement terms
• Develop materials for engagement with donors and other external stakeholders

Required profile

• Minimum 6 years of experience managing and implementing programs in international NGOs or a comparable operational environment; cash or money transfer programming experience is an asset
• Work experience in the DRC or strong knowledge of its context is highly desirable
• Experience in team management, including recruitment, team building and development
• High degree of autonomy and resilience in a fragile, rapidly changing environment
• Fluent English and French, with professional proficiency in both; knowledge of Congolese Swahili and/or Lingala is an asset

What we offer

• Base salary of $94,500
• Bonus at target performance of 10% (about $9,450, with potential for upside)
• Estimated total compensation at target of $103,950+
