Senior People & Culture Manager

About the role

VillageReach is seeking a Senior People & Culture Manager to lead the HR function in the Democratic Republic of Congo. Reporting to the Country Director and serving on the Country Senior Management Team, you will shape people strategies that support the organization’s mission to improve primary health care access.

Key responsibilities

• Implement People & Culture strategies aligned with country program priorities.
• Partner with managers on employee relations, performance management, workforce planning and policy interpretation.
• Lead end‑to‑end talent acquisition, onboarding and employee transition processes.
• Advise on employee relations matters, including disciplinary actions, conflict resolution and investigations.
• Coordinate employee engagement, wellbeing and inclusion initiatives.
• Oversee performance management cycles, goal setting and performance improvement plans.
• Ensure compliance with local labor laws and organizational standards.
• Support organizational change initiatives and promote a positive, accountable workplace culture.

Required profile

• Proven experience leading HR functions in complex, multi‑stakeholder environments.
• Ability to work closely with senior leadership and influence people‑related decisions.
• Strong knowledge of labor law compliance and HR best practices.
• Demonstrated capability to manage talent acquisition, employee relations and performance management.
