Senior Police Advisor – Kinshasa, DRC

About the role

The Senior Police Advisor will support the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) in strengthening the Congolese National Police (PNC) across strategic mining regions. This contract position is based in Kinshasa and focuses on improving public security, police effectiveness, and protection of critical mineral assets.

Key responsibilities

• Assess and advise on the performance of PNC units at national, provincial, and municipal levels, especially in mining districts.
• Provide expertise on public security threats, including those affecting U.S. critical mineral interests, to senior INL and embassy officials.
• Review and recommend improvements for PNC training facilities and academy curricula, emphasizing core policing competencies and specialized skills such as anti‑smuggling and mineral‑sector security.
• Deliver technical assistance to police leadership on investigations, resource management, internal discipline, and overall reform initiatives.

Required profile

• Extensive experience in law‑enforcement analysis, police reform, or related security fields.
• Demonstrated ability to work with senior government officials and international partners.
• Willingness to obtain or hold an MRPT security clearance.
