Senior Program Manager – Rapid Response Outreach & Humanitarian Action

About the role

VillageReach is seeking a Senior Program Manager to lead the Rapid Response Outreach & Humanitarian Action (ROHA) programme across several provinces in the Democratic Republic of Congo. The role oversees rapid‑response teams, ensures technical quality, and integrates humanitarian activities with the organisation’s broader health initiatives.

Key responsibilities

• Develop and execute costed work plans, monitor grant milestones and deliver results on time.
• Supervise provincial technical assistants and coordinators, providing coaching and capacity‑building.
• Oversee the ROHA supply chain, including pre‑positioning, transport, distribution and tracking of vaccines, nutrition products and equipment.
• Ensure high‑quality MEAL processes, gender‑ and age‑disaggregated data collection and documentation of lessons learned.
• Represent VillageReach in health‑cluster meetings, coordinate with the Ministry of Health and partner agencies, and maintain strategic partnerships.
• Manage programme budgets, approve expenses, monitor sub‑awards and ensure compliance with donor and organisational policies.
• Prepare monthly, quarterly and annual reports for internal and donor review and lead award close‑out activities.

Required profile

• Proven experience managing multi‑provincial humanitarian programmes in fragile or conflict‑affected settings.
• Strong leadership and coaching skills with the ability to build capacity of provincial and community actors.
• Excellent knowledge of the DRC health system and humanitarian coordination mechanisms.
