Senior Programme Coordinator (Humanitarian Response and Recovery)

About the role

IOM, the UN migration agency, is recruiting a Senior Programme Coordinator (Humanitarian Response and Recovery) for its Country Office in the Democratic Republic of the Congo, based in Kinshasa. The post reports to the Chief of Mission and works within a programme supporting crisis-affected populations in a context of protracted conflict, large-scale displacement and limited access to essential services. It covers humanitarian assistance, stabilization, durable solutions, peacebuilding, migration governance and border management.

Key responsibilities

• Provide strategic leadership and oversight of the Country Office's programme portfolio, including programme development, implementation, monitoring and evaluation, and cluster participation.
• Develop the Country Office's programme overview, schedule major activities and lead the development of country strategic plans aligned with IOM's global and regional strategies and the One UN framework.
• Lead donor and partner outreach strategies and build working relationships with ministries and international agencies on migration issues in the DRC.
• Serve as focal point for Humanitarian Response and Recovery, and coordinate with national authorities, donors, UN agencies, NGOs and the private sector.
• Lead the Programme Support Unit and supervise its staff on project development, public information, reporting, donor relations, government liaison and information management.
• Guide Programme Managers and Heads of Sub-Offices, and represent the Country Office in inter-agency fora such as the Programme Management Team and One UN.
• Lead knowledge management and capacity building, prepare policy guidance notes and briefs for the Chief of Mission and senior management, and perform other assigned duties.
