Short‑Term Consultancy on Digital Monitoring & Evaluation and GIS

About the role

The World Bank Group seeks a short‑term consultant to support the implementation of the Geo‑Enabling Monitoring and Supervision (GEMS) methodology in the Democratic Republic of Congo and remotely for Burundi. The role is based in Kinshasa with possible remote work.

Key responsibilities

• Assist the GEMS team in deploying the KoBo Toolbox platform for project supervision and data collection.
• Provide capacity‑building training to project implementation units, World Bank task teams and partners.
• Produce maps, dashboards and geospatial analyses for client requests.
• Identify and address bottlenecks in GEMS implementation and support digitisation of questionnaires.
• Maintain and update project supervision databases and prepare monthly briefing notes.

Required profile

• Master’s degree or PhD in engineering, geography, computer science, economics, development studies or related field.
• Minimum three years of experience in M&E, ICT, GIS or development/humanitarian work.
• Fluency in French (mandatory) and proficiency in English (preferred).

Required skills

• Advanced GIS skills (ArcMap, QGIS, R, Python).
• Experience with mobile data‑collection tools such as KoBo Toolbox, ONA, SurveyCTO, etc.
• Knowledge of M&E systems and geospatial data analysis.
