Social & Behaviour Change Specialist – Ebola Response (6‑month TA)

About the role

The Social and Behaviour Change Specialist will support UNICEF’s Ebola response in the Democratic Republic of the Congo by designing and implementing risk communication and community engagement (RCCE) strategies. Reporting to the Ebola RCCE Coordinator in Bunia, the specialist will work across Butembo, Bunia and Beni to promote measurable changes in health‑seeking behaviours and protect children and vulnerable populations.

Key responsibilities

• Lead the development of RCCE plans, messages and tools tailored to local contexts.
• Coordinate community engagement activities with civil society, government partners and health authorities.
• Generate evidence on community perceptions and behaviours to inform strategy adjustments.
• Provide capacity‑building support to partners and field staff on communication and behaviour‑change techniques.
• Monitor and report on the impact of RCCE interventions against defined indicators.

Required profile

• Advanced university degree in economics, public policy, social sciences, public health, international relations, political science or a related field.
• Minimum five years of professional experience in social‑behaviour change, risk communication, or public health emergencies.
• Demonstrated ability to work in complex, insecure environments and to engage diverse stakeholders.
