Social Policy Specialist – UNICEF Kinshasa

About the role

UNICEF is seeking a Social Policy Specialist to provide technical support for the design, implementation, monitoring and evaluation of social policy programmes in the Democratic Republic of Congo. Working under the guidance of a supervisor, the specialist will contribute to initiatives that improve public policies, expand social protection, and enhance the transparency and equity of child‑focused public investments.

Key responsibilities

• Provide technical assistance for the full cycle of social policy programming, from strategic planning to delivery of results.
• Support the development and advocacy of policies that reduce child poverty and increase social protection coverage.
• Analyze the adequacy, equity and efficiency of child‑focused public investments and financial management.
• Promote governance, decentralisation and accountability measures to strengthen public participation and improve the quality and coverage of social services.
• Coordinate with government, civil‑society partners and UNICEF thematic teams (education, health, child protection, WASH, HIV).

Required profile

• Relevant university degree in social policy, development studies, economics, public administration or a related field.
• Experience working on policy analysis, advocacy or programme implementation in a development context.
• Ability to work under supervision, collaborate with multi‑sectoral partners and produce evidence‑based recommendations.
