Emergency Programs Director – Goma

About the role

The Emergency Programs Director will lead Mercy Corps’ multi‑million‑dollar humanitarian portfolio in Goma, Democratic Republic of the Congo. Reporting to senior management and working closely with the Deputy Emergency Programs Director, the role provides strategic vision, operational oversight and donor coordination for programmes funded by FCDO, BHA, ECHO and the DRC Humanitarian Fund.

Key responsibilities

• Define and implement the strategic direction of the emergency portfolio, ensuring alignment with Mercy Corps’ mission and donor requirements.
• Oversee delivery of cash‑voucher assistance, emergency WASH, agriculture and financial‑inclusion interventions to displaced and host communities.
• Coordinate the SAFER Consortium, managing relationships with partner agencies (ACTED, Concern Worldwide, NRC, Solidarités International) and ensuring a coherent multi‑sectoral response.
• Maintain donor relationships, prepare high‑quality reports, and manage a multi‑year budget and financial controls.
• Ensure all activities are gender‑sensitive, protection‑aware and adapted to conflict‑affected environments.
• Lead, mentor and supervise a multidisciplinary team of program staff and local partners.

Required profile

• Extensive experience managing large‑scale humanitarian programmes in conflict‑affected settings.
• Proven leadership and team‑management capabilities.
• Strong understanding of donor compliance, reporting and financial management.
• Fluency in English; knowledge of the DRC context is an advantage.
