Finance Officer – KfW Project Finance Management

About the role

Welthungerhilfe is seeking a Finance Officer to manage the financial administration of two KfW‑funded projects in Butembo, Democratic Republic of the Congo. You will ensure that all financial processes comply with Welthungerhilfe standards and donor requirements, while supporting the project teams in achieving their objectives.

Key responsibilities

• Manage project funds in line with WHH and co‑financer specifications.
• Maintain accurate documentation, account assignments and bookkeeping entries using the designated bookkeeping software.
• Clear costs internally across projects and prepare budgetary and expenditure reports for project heads and partners.
• Prepare annual account documents in collaboration with the Head of Project and Head of Finance.
• Process refunds, returns and final fund requests to donors.
• Instruct, advise and supervise local administrative staff on finance, administration and HR standards.
• Oversee purchases, contract awards and ensure compliance with WHH and donor regulations.
• Monitor relief supplies, import compliance, inventory accounting and conduct physical inventory inspections.
• Manage project inventory and vehicle fleet, supporting heads of project and finance in revisions and reporting.

Required profile

• Proven experience in financial administration of donor‑funded projects.
• Familiarity with WHH and co‑financer financial standards.
• Ability to train and supervise local staff on finance and administrative procedures.
• Strong attention to detail and ability to ensure auditable financial processes.
