Senior Adviser, Social & Behavior Change (RCCE) – P5, 6‑Month TA

About the role

The Senior Adviser will lead UNICEF’s Social and Behavior Change Communication (SBCC) and Risk Communication and Community Engagement (RCCE) response to the Ebola outbreak in the Democratic Republic of Congo. Reporting to the Ebola Coordinator and under the guidance of the Chief SBC, the adviser will coordinate national and provincial activities, ensuring alignment with UNICEF’s strategic priorities.

Key responsibilities

• Provide strategic leadership for the SBCC/RCCE response at national and provincial levels.
• Co‑coordinate multi‑partner RCCE mechanisms, aligning efforts of government, UN agencies, NGOs and community structures.
• Ensure technical coherence between UNICEF country office SBC priorities and the Ebola Incident Management/Coordination structure.
• Support field‑oriented implementation, offering guidance to field offices and health zones.
• Facilitate community‑led engagement in transmission hotspots and monitor the effectiveness of communication interventions.

Required profile

• Executive‑level experience (minimum 12 years) in social and behavior change, risk communication or public health emergencies.
• Proven ability to lead multi‑partner coordination at national and sub‑national levels.
• Strong understanding of Ebola or similar disease outbreaks and associated community engagement strategies.
• Experience working within UN or humanitarian contexts, preferably in the DRC or similar settings.
