Senior Monitoring, Evaluation and Learning Officer

About the role

VillageReach is hiring a Senior Monitoring, Evaluation and Learning (MEL) Officer in Lomami Province, Democratic Republic of Congo. Working in consultation with the Manager of Monitoring and Evaluation in DRC, the officer provides technical leadership for monitoring, evaluation, learning and adaptive management on a large grant aimed at improving routine immunization coverage. The role leads the operationalization of the programme's MEL framework and measurement of its Theory of Change, integrates multiple data streams to produce monthly information for programme management, government and health facilities, and reports to the Manager of Monitoring and Evaluation.

Key responsibilities

• Lead the project MEL plan, indicator reference sheets, data-flow architecture, reporting calendar, data-quality procedures and learning agenda, and turn the Theory of Change into measurable indicators.
• Analyse routine immunization performance (DTP1, DTP3, MR1) and monitor coverage, zero-dose children, under-immunization and dropouts, using DHIS2/Gestion PEV, geospatial data, microplans and surveys.
• Compare planned versus completed fixed, outreach, mobile and gathering-point sessions and set up early-warning analyses for missed sessions and gaps.
• Integrate geospatial mapping, GTS vaccinator tracking and settlement maps with microplans to assess geographic equity and inform revised outreach strategies.
• Oversee data quality assurance protocols, routine data-quality reviews and reconciliation across DHIS2, registers, tally sheets, digital session reports and GTS.
• Lead monthly and quarterly synthesis of quantitative and qualitative evidence, support qualitative assessments, analyse unintended effects and track corrective actions.
• If approved, support the MEL component of a Community Health Worker/RECO as Vaccinator pilot, including indicators, assessments and evidence for possible scale-up.
• Coordinate MEL contributions to quarterly updates, inception and annual reports, prepare dashboards and analytical briefs, and give technical input to donor responses.
